  1. Near Far Without a Car Flyer

    Facilities & Services (F&S) updated the Near Far Without a Car flyer (or CarFree Flyer) in August 2019. This flyer lists the alternative modes of transportation available at the University of Illinois at Urbana-Champaign. It also consists of essential safety information, such as SafeRides, SafeWalks, DRES shuttles, Bicycle Safety Tips, Bike Registration, etc.

    F&S has partnered with several departments across the University to distribute the information in this flyer to thousands of old and new students. For example, this flyer will be distributed to more than 3,000 incoming international students during their mandatory check-in at the International Student & Scholar Services (ISSS). F&S has also partnered with MTD to distribute this flyer to students at the Quad Day.

    Note: CU has a dockless bike share system and some of these studies looked at cities like Chicago and their large public docked bike share systems like Divvy.  But I think we can learn a great deal from what these studies and authors have learned about the introduction of bike share to various populations of potential riders.

     

    CHANGING MINORITY & LOW INCOME PERCEPTIONS OF BIKE SHARE 
    -> Smart Cities Dive reports when bike share was not understood or accepted when it expanded to the Bedford-Stuyvesant neighborhood in Brooklyn, NY. A grant from the Better Bike Share Partnership provided resources for a community-led campaign. A historically rooted, minority-led organization lead the charge. Community groups and churches organized group rides, and schools offered bike education classes. Ads were rewritten to reflect the voice and priorities of the neighborhood. Discounted memberships were publicized and bulk memberships were offered to employers to get more people to sign up. From there, more listening sessions in the neighborhood helped Citi Bike explore new dock locations that would better serve the community. Just a year later, Bed-Stuy was an unexpected poster child for Citi Bike. Personal engagement has become a top priority for successful cities trying to expand mobility options. http://bit.ly/2CKogRj

    MINORITY & LOW INCOME NEIGHBORHOOD PERCEPTIONS OF BIKE SHARE 
    -> Smart Cities Dive reports as bike share expands, neighborhood perception is key. (http://bit.ly/2CKogRj) A recent study published in Transportation Research Part A: Policy and Practice on bike share systems in Chicago reinforced a persistent problem for new mobility options: Minority and low-income neighborhoods aren't always on board. (Where Does Active Travel Fit within Local Community Narratives of Mobility Space and Place?: http://bit.ly/2Fe1jsg) Researchers used advanced machine learning to analyze focus groups of residents of 2 contrasting neighborhoods. Minority and low-income residents worry bike-sharing presence is yet another sign of a gentrifying neighborhood while more pressing needs, such as safety measures or expanded broadband are not addressed. 

    A study from the Transportation Research and Education Center surveyed residents in Chicago, IL; Philadelphia, PA and Bedford-Stuyvesant neighborhood in Brooklyn, NY and found people of color, or those with lower incomes, had more concerns about bike sharing than white or high-income people. (Breaking Barriers to Bike Share: Insights on Equity: http://bit.ly/2FfqCdy) Among those concerns were uncertainty about how it worked, and the cost and the fear that bike share would make their neighborhoods too expensive.

    CCB has a growing concern about Cycling Equity, and making sure cycling events, education, infrastructure, and opportunity reach to all the neighborhoods and people in the greater Champaign/Urbana area. We will be giving this some thought as be plan for CU Bike Month 2019, and particularly, our Bike to Work Day - given that the data is showing that the majority of the people who bike to work in Champaign/Urbana are not pedaling towards the U of I, where we have traditionally put most of our efforts.

    Of special interest, the demographics also reveal an important underlying dichotomy. The people most likely to bike or walk to work are either the least educated in society or the most educated. Slice the demographics by income, and the less money you have, the more likely you are to take either of these modes of transportation to work. Unless, that is, you're really wealthy. The graph below illustrates that biking and walking decline as income rises, until both start to tick back up again for the two highest income groups:

    These two graphs illustrate a transportation paradox: Alternatives to driving in the United States are both a luxury for the well-off and a last resort for the poor.

    The University has been approached many times by students and others about the possibility of implementing a bike sharing program, and the 2010 iCAP included a goal to create a bike sharing program by 2012.

    The University conducted a feasibility study in 2011 and 2012 (attached below) to assess whether the campus could truly sustain a bicycle sharing program. That study recommended the Campus Bike Plan be implemented first, in order to improve the conditions of bicycle infrastructure across campus, before a public bike sharing system be considered.  In Fall 2013, it was decided that there have been improvements made on the bicycle network so bike sharing was reopened for discussion.  A graduate student was hired to work with departments in trying to implement a bike share within the University, while creating discussion within the local community about a community wide system.

    In addition, the study also suggests a few interim programs to serve known needs of providing bicycles to University employees for work-related trips on an hourly basis, and providing bikes to visitors, conferences and classes for daily rentals for group tours, etc. The University is working to develop both of these programs now, and will continue to explore options for making communal bicycles available to students and potentially to the general public. 

    Background

    Although the community bike sharing costs too much, which means community bike sharing is not feasible in the recent years; some departments have developed their own bike sharing programs, staffs and students can rent a bike daily, monthly, even yearly. It is really convenient and increases the usage rate of bike around the campus. Now, a promotional campaign is being conducted to encourage more departments to participate, with the goal of increasing the number of departmental shared bikes from the current level of 15 to a goal of 60 by FY20. Additionally, campus still continue to work with community partners to explore the implementation of a communitywide public bike-sharing program.

    Minnesota has a nice ride which sharing bike among all people. It started from 2012 and since 2014, the cumulative trip exceeds 500,000 per year, whose net assets are $62,469 in 2015, which means with the contract, sponsor and rental fee, there is not much economic stress. Maybe in the next several years, it will work for us, too.

    UI officials working on incentives to keep shared bikes in populated areas

     

     

    CHAMPAIGN — As a dockless-bike-sharing program inches closer to reality in Champaign-Urbana, University of Illinois officials are working on an incentive program to ensure more bikes rented on campus stay in populated areas.

    The concept, in general, allows people to rent bikes anywhere in town rather than at a fixed location. The two cities and the UI are working on an intergovernmental agreement to have mostly the same rules.

    Lily Wilcock, active transportation coordinator for the UI, said the campus's rules will require the bikes to be returned to a rack so as not to block sidewalks or entrances to buildings, and the UI is working with bike-share companies to make that easier.

    "One of the concerns we had as the University of Illinois was, what do you do if someone just rides it to their house and then they leave it there?" Wilcock said. "Some of the companies have responded to that, in that they've been using in other cities an incentive program. They've been allowing someone to ride the bus out to an area to get the bicycle, and then they get a free ride back to leave it in a more populated area. ... And then they get incentives like a certain amount of ride credit."

    Wilcock said a dockless-bike-sharing system could launch on campus in the fall.

    Hello Transportation SWATeam members,

    Thank you again for your willingness to help our campus achieve the Climate Leadership Commitments.  There is great value provided by the bi-weekly meetings of student, faculty, and staff representatives evaluating our progress and recommending additional actions campus units could take.

    The following is a list of current activities I am aware of, and suggestions I have about useful next steps.  I am happy to follow up with you on any of these, as needed.

    Transportation

    1. EV analysis for department’s assigned vehicles – Hursh Hazari worked with Pete Varney’s data to evaluate the possibility of replacing some fleet vehicles with EVs.  https://icap.sustainability.illinois.edu/project/use-electric-vehicles-ev-campus
    2. Pete Varney has established the F&S fleet as a certified green fleet.  Pete, do you create an annual report for the status of that which you can share?  If not, can you provide an update to the SWATeam and to me? 
    3. Last year the SWATeam discussed encouraging additional campus units to get certified as green fleets.  Your team could submit a recommendation for another unit (or more than one) to pursue that certification. 
    4. New EV Chargers – Scott Willenbrock is working on one at the Illini Union + Phil Krein is interested in getting more Type 1 chargers for the North Campus Parking Deck.
    5. Potential EV Study – At the Oct. 11 Workshop for the Living Lab research connections to iCAP, there will be seed funding offered and the study for transitioning to EVs could collect and use data on campus vehicle use.  Pete has example data, which could be used to support the request for seed funding, which could then possibly fund data collection for the study.
    6. We do not yet have new air travel emission data.  iSEE is working on creating a virtual storeroom to offer carbon offsets to campus units to voluntarily buy air travel offsets.  The storeroom has funding for the first 10,000 offsets, but I understand there was a hurdle on selecting appropriate offsets with additionality.  I recommend asking Ben McCall and Scott Willenbrock about it.
    7. A new Mode split survey is needed as soon as possible.  Lily Wilcock intends to bring this as an item for discussion.  We would appreciate it if you would help define the survey questions, and then iSEE can help distribute the survey to get updated figures. 
    8. Bike Plan – I suggest you ask Stacey DeLorenzo to join one of your meetings to give an overview of the status of the Bike Plan infrastructure upgrades.
    9. Lily has funding for a Bike at Illinois website, which Creative Services will develop in the winter and spring months this fiscal year. 
    10. Lily has worked with MTD to offer bus tours to show campus staff how to use the MTD.  We teach all our new student how to ride, but none of the new employees get the personal introduction.  These tours are very successful, when they are organized with a specific department or location. 
    11. Bike Parking – there is a significant capacity issue, which is noticeable just by looking around campus, especially during class hours in the core area.  Lily has a new website that she can show you, and there is an upcoming Bike Census, which your team members should help with.
    12. Bike Sharing – a handful of dockless bike sharing companies are wanting to come to town/campus.  To manage their impacts (imagine bikes in the boneyard) they will be required to obtain city permits.  Lily is asking the SSC to use the funds they allocated to bike sharing for additional bike parking areas in the heart of campus.
    13. MCORE – this project has several impacts on multi-modal transportation.  You can learn more at http://www.mcoreproject.com/project-construction-updates.
  7. weekly update

    Hello all, This past week was very busy.  We had a lot of people come in and either volunteer to fix their bikes.  The shop grossed $70.  I got a lot done with cleaning the space out.  We had far too many bikes donated that were directed to this shop.  I am not going to be able to accept any more bikes for a while.  I scrapped upwards of 30 bikes sawing them into pieces and putting them in boxes.  It was so bad the boxes themselves made the whole back of the shop inaccessible.  They got removed Friday by Todd so we wont have to deal with that issue any more.  The shop is very well stocked with used parts right now.  I went over to the warehouse and pulled some bikes and cleaned up a bit.  There is more work to be done and 30 or so bikes to dispose of.  I got an account setup with shimano so we can order shifters and bbs.  I helped Rick Langlois haul, build, and accessorize the bike share bikes for his department.  He was very happy, and now we have a 6 bike bike share on campus.  Silver BFU status here we come.  I worked on reinstating Shiqi.  She is returning for spring semester which will help me a lot.  I will have a labor shortage when it gets a little warmer.

    This coming week I plan on getting the shop back into shape after spending the last two weeks not being able to access half of it.  I will also try to get more work done at the warehouse.

  8. Award Letter - Bike Share

    In Spring 2011, SSC funded a bike sharing feasibility study, and it established a three-tier approach to bike sharing. However, it was found that no improvements to developing a bike sharing could begin until the bike infrastructure was significantly improved. In the last 4 years, there have been vast improvements and new infrastructure plans are continuing to be implemented.

    The UIUC Pilot Bike Share program is a proposal for a two year pilot bike share program. This pilot program will be a 50 bike fleet. It will be using a new approach to bike sharing through smart locks. Smart locks contain all the technology for the bike-sharing program linked to a smart phone. The smart locks will allow for versatility in the type of bikes to use within the system and where the bikes could be located. iSEE is exploring a collaboration with BitLock for the smart locks and Neutral Cycle for the bikes.

    This two-year pilot bike-sharing program is in with collaboration with CUMTD, City of Urbana, City of Champaign, and CUPHD (CU Bike Share Task Force) in creating a bike share program on campus that can be scalable into the community. The desired outcome is to design a bike share program that is equitable and gives students the best access to traveling around campus, while reducing our carbon footprint.

    Administrative Information Technology Services (AITS) has played a large role in leading this discussion and is working with Facilities & Services to try to implement a bike share program before Fall 2014. AITS hopes to partner with other departments on campus to create a cohesive and connected bike share system within the University.

  10. Allerton Park Bike Share

    Allerton Park is a valuable but underutilized property owned by the University of Illinois. The Allerton Park Bike Share project intends to improve Allerton Park and make it more attractive to the campus population and the community at large through the installation of a bike share system. In addition to providing an attractive service for visitors, this project will also help promote green transportation when traveling around the 1,517 acre estate.

    The attached Manual was developed with students and Amelia Neptune over the last few years.  The most helpful part of this document is the liability Q&A that Tina helped create.  I cleaned the file up a bit this morning to fix broken links and check for any glaring errors. 

    To bring you and those copied here up to speed, I’ll share a few points that are happening with bike sharing now. 

    • The successfully implemented bike sharing on campus is at Kinesiology and Community Health.  They have six bikes for employee use, and wrote a research report about the usage (attached).  They simply have the keys at a desk with a sign-out list, and they send the bikes for maintenance once a year.  The contact person is Wojtek Chodzko-Zajko at Kinesiology.
    • This summer, the MTD is planning to start working with campus and the cities to investigate a public bike sharing system, and that conversation is just beginning.  The contact person is Rebecca Nathanson at MTD.
    • AITS is planning to set up a departmental bike sharing program, in cooperation with the Campus Bike Center and iSEE.  The Champaign-Urbana Public Health District (CUPHD) is planning to contribute funds towards administrative support for maintaining the bikes.  It is likely that 10-20 bikes will be purchased from “On Bikes,” which comes with a locking and tracking system. 
    • Grace Kyung has had numerous conversations with Zagster, which was formed by former staff at Zipcar.  Their system is an all-inclusive turn-key approach, where you pay a set-up fee, then pay a recurring monthly fee for maintenance and oversight.  The set up fee is around $2000 per bike and the monthly fee is about $100 per bike.  The bikes then continue to belong to Zagster.  I did not support the Zagster model for campus employee use, but it may be reasonable for Allerton’s intended use.  If you are interested, their CEO is visiting town on Thursday.

Director of Sustainability.    I believe Morgan has a draft manual for depts. to use when setting up programs for employees.   I don’t know if it will address offering this service to the public so you may have to add language to that effect.     

    Since you will have the public liability issue I would like to review your draft manual to make sure exposure to the University is controlled as much as possible.  Please feel free to call me with any questions.

    Joe Vitosky said the two of you might be a good start for me, I need some advice. Allerton Park is going to start a Bike Rental, or Bike Share program. I am interested to know if any other units, or if there is any standard documentation that might assist me through this process. We have researched other local entities that do bike share and rental and so we have some standard language, but we will be offering this to the public, so we need to make sure the University if legally covered. As I type I feel underprepared to ask this question, but I thought you might have some advice for me to help get me started.

  12. Graduate Research Assistant Hired to Aid in Bicycle Sharing

    Facilities & Services has hired Grace Kyung, a Masters of Urban Planning student to work on bicycle sharing for campus during the ‘13-’14 school year. This will be a 25% assistantship, focusing primarily on departmental bike sharing first, and then on bike rentals and a campus-wide bike share program for the general public.  Funding for this GRA position is being provided by Administrative Information Technology Services (AITS).

     

    Position Description:

    The Bicycle Sharing Graduate Research Assistant will work with the Campus Bicycle Coordinator under Facilities & Services to research and facilitate new bicycle sharing opportunities for the University of Illinois at Urbana-Champaign. The RA will research bicycle sharing best practices at peer institutions and communities around the United States, and will make recommendations based on this research to follow the existing recommendations of the 2012 Bicycle Sharing Feasibility Study. The RA will be the primary point of contact for departments interested in launching their own departmental bicycle sharing programs for university employees, including a small number of departments who have agreed to pilot such programs in the coming year. The RA will also develop and maintain a Bicycle Sharing Manual and Toolkit to help assist additional interested departments in the future. The RA will conduct research to determine the best solution for bike sharing or rentals for students and visitors on campus, by partnering with a variety of campus units and community agencies.
